Metis Financial Management and Accountability in BC

Postby admin » Thu Mar 31, 2011 4:10 pm

Turtle Island Native Network is reporting that the Coalition of Concerned Metis Citizens of BC,
a Metis watchdog, grassroots community group
is raising more serious concerns and challenging the spending habits of leaders
of the Metis Nation of British Columbia . . .

Re: MNBC Luxury Retreat During Current Financial Crisis?

In this time of economic belt tightening Métis citizens in BC want to know why it is alleged you authorized an
MNBC Board of Directors and senior management to Kelowna on a retreat this week. Having just laid off
more of your administration staff this past month and serious questions about the so‐called promised
government stimulus funding in the last federal budget it seems inappropriate to be treating your colleagues
and senior managers to a spring retreat when the financial future for MNBC is in crisis, as MNBC recently
reported that in 2010‐2011 fiscal year you expect to accumulate an addition $720,000.00 in debt for the
MNBC due to the significant administrative overspending.

MNBC paid out approximately $700,000 last year in salaries and travel expenses for the MNBC Board of
Directors that added substantially to the estimated accumulated $2,500,000 MNBC organizational deficit
declared by your Chief Financial Officer at the 2011 MNGA in February. You as the new CEO have not
published the MNBC version of the “debt recovery plan” wherein MNBC will provide a financial plan to bring
MNBC out of the massive organizational debt and total financial risk exposure. The optics of taking the
MNBC Board of Directors and senior management in the midst of the growing financial crisis looks like an
attitude of entitlement on your part given the fact MNBC has the Métis school plus office space available to
reduce such costs.

There seems to be a two tiered system in place at MNBC where the CEO, senior managers and Board of
Directors salaries and expenses are protected against any cut backs while the administrative staff and the
Chartered Communities feel the full impact of the debt load that is crippling MNBC. One has to question the
thinking behind the funding of a retreat, which can easily cost in excess of $15,000 when that money could
have continued the employment of administration staff that is doing the everyday work of executing the
programs that are beneficial to Métis citizens.

MNBC contracted two experts at an estimated amount of $30,000 each for 60 days to come up with a debt
recovery plan for MNBC as indicated during the recent MNGA. The MNBC debt recovery plan should have
been ready for this past MNGA in February 2011. CCMC who was in attendance at the recent MNGA had
such a plan ready for presentation and unfortunately you and the Board spoke and influenced the MNGA
members against the CCMC effort resulting in the denial of its opportunity to be presented.

Now months later there is still no MNBC “debt recovery plan” in place and if it is coming it should look very
similar to the CCMC version of the 2011‐2012 MNBC Debt Recovery Action Plan Year One if it’s to be believed
as a professional financial document. Simply stated, numbers don’t lie and if you are to save MNBC from
bankruptcy then you and your Board and senior managers are going to have to reduce the amount of money
you are personally taking out from the overall MNBC administration account, a point CCMC predicted
months ago. There is no other way to solve the enormous MNBC financial crisis other than to reduce the
administrative spending beginning with this Board of Directors. Therefore considering the current MNBC
administration staff that has been laid off, please clarify how much is this Board of Directors going to reduce
their salaries and expenses in 2011‐2012?

Respectfully
Daryl Piper
